What Revenue prepares — and what it does not
Running a small payroll means getting the payslip right: gross pay, PAYE tax on the employee's code, employee and employer National Insurance, pension contributions, student loan deductions and any statutory pay, down to net. Revenue works those figures out, produces the payslip, and issues a P60 at year end or a P45 when someone leaves.
Because each pay run posts to the double-entry ledger, wages, the PAYE and NI liability and pension amounts land in your Profit & Loss and Balance Sheet without a separate reconciliation — and every figure drills down to the pay run behind it.
Here is the honest edge, and we would rather state it plainly: Revenue prepares payslips and payroll records, but it does not make the RTI submission to HMRC. Your accountant or a filing bureau still files the Full Payment Submission each pay run — Revenue is not a replacement for a bureau such as Brightpay. Payroll questions
Does Revenue file RTI to HMRC?+
No — and this is the important one to be clear about. Revenue prepares payslips and payroll records: it works out PAYE, National Insurance, statutory pay and the rest, and produces the documents. It does not make the RTI submission to HMRC. Your accountant, or a filing bureau, still files the Full Payment Submission each pay run. Revenue is not a replacement for a filing bureau such as Brightpay — it prepares the payroll; it does not submit it.
What does a payslip from Revenue show?+
Gross pay, PAYE tax, employee and employer National Insurance, pension contributions, student loan deductions and any statutory pay, down to net pay — the deductions a payslip is expected to itemise, with the figures behind each one. Payslips can be shared with the employee as a PDF.
Does it produce P60s and P45s?+
Yes. Revenue produces a P60 for each employee at year end and a P45 when someone leaves, from the pay records it has kept through the year. They are prepared documents drawn from the payroll figures.
How does it handle PAYE and National Insurance?+
It applies the employee's tax code to work out PAYE, and calculates employee and employer National Insurance on the pay. The figures show on the payslip and post to the ledger, so wages and the PAYE/NI liability are in your books rather than tracked separately on the side.
What about statutory pay, pensions and student loans?+
Revenue handles statutory pay such as SSP and SMP, pension auto-enrolment contributions, and student loan deductions, applying them to the pay run and showing them on the payslip. It prepares these figures; it does not enrol the scheme or make the pension submission for you.
Does the payroll post to my accounts?+
Yes. Each pay run posts to the double-entry ledger — wages, the PAYE and NI liability, and pension amounts — so your Profit & Loss and Balance Sheet reflect payroll without a separate reconciliation. Every figure drills down to the pay run behind it.
Should I still use my accountant or a payroll bureau?+
